The Gadsden County Board of County Commissioners is seeking sealed qualifications from any qualified Engineers/Engineering Consultants interested in providing engineering services for the County.

All qualifications shall be submitted in duplicate (one original and three copies) in sealed envelopes/packages addressed to the Management Services Department and marked "R.F.P. NO.23-02 Engineers/Engineering Consultants CDBG-CV Project; ". Any qualifications received after the designated date will be returned unopened.

The successful consultant must be able to provide the following services and any other services requested by the Board of County Commissioners and or the County Administrator. Documentation shall be submitted with the qualification package which demonstrates the firm’s ability to perform these services.
Engineering Services for CDBG-CV Project
- Developed the plan drawings for the project,
- Developed the specifications for the project,
- Developed the bid documents for the project,
- Prepared permit applications,
- Attended pre-bid/pre-construction conference,
- Prepared change orders, and
- Reviewed construction bids and make recommendations to the Recipient.
Resident Inspection
- Inspected construction activities for consistency with plans and specifications, and
- Reviewed construction invoices and certify costs.
Preliminary Engineering Services
- Provided a cost estimate of the project, and
- Assessed sites for the project.
Additional Engineering Services
- Conducted site surveys for water treatment plants, sewage treatment works, dams, reservoirs, and other similar special surveys as may be required, such as route surveys,
- Conducted laboratory tests, well tests, borings, and specialized geological soils, hydraulic, or other studies recommended by the engineer,
- Conducted property surveys, detailed descriptions of sites, maps, drawings, or estimates related to them, assistance in negotiating for land and easement rights,
- Gathered necessary data and file maps for water rights,
- Conducted redesigns ordered by the owner after final plans have been accepted by the owner and the local government, except redesigns to reduce the project cost to within the funds available and projects which received “readiness to proceed” points or a planning and design grant,
- Appeared before courts or boards on matters of litigation or hearings related to the project,
- Conducted environment assessments or environmental impact statements,
- Performed detailed staking necessary for the construction of the project in excess of the control staking,
- Provided an operation and maintenance manual for a facility,
- Conducted activities required to obtain state and federal regulatory agency construction permits,
- Designed hookups, and
- Paid the cost of engineering specialties such as electrical; hydro-geological services; biologists; and heating, ventilation, and air conditioning (HVAC).
RFP will be received until 4:00 p.m. (EST) on Monday, January 23, 2023, at the Gadsden County Management Services Department, Room 204, 5B East Jefferson Street, Quincy, Florida 32351, and will be opened and evaluated on Tuesday, January 24, 2023, at 10:00 a.m. (EST) at the County Administrator’s Conference Room at 9B East Jefferson Street, Quincy, Florida 32351.
The County reserves the right to accept or reject any and all qualifications and to waive any technicalities or irregularities therein. The County further reserves the right to award the agreement to those qualifiers whose qualifications best comply with the specifications. Qualifiers may withdraw their qualifications by notifying the County in writing at any time prior to the deadline for qualifications submittal. After the deadline, the qualifications will constitute an irrevocable offer for a period of sixty (60) days. Once opened, qualifications become a record of the County and will not be returned to the qualifiers. EEO/AA
